Course objectives
The aim of the course is the same for both forms of study. The aim of the course is to acquaint students with the issue of crisis management in public administration. Thematically, the course is designed to include all the main aspects related to the tasks of crisis management bodies of the Czech Republic at all levels, both in preparation for resolving the crisis situation and the resolution of the crisis situation itself. The student should be familiar primarily with the terminology related to crisis management and crisis situations. After completing the course, the student should acquire knowledge and basic orientation in the field of crisis management and be able to apply theoretical knowledge in practice, eg in the processing of documentation related to crisis preparedness.

Syllabus
  • 1. Introduction to the subject, legal regulations and legislation in the field of crisis management, terminology of crisis situations. 2. Powers and tasks of the government, ministries and other central administrative authorities in preparation for crisis situations. 3. Rights and obligations of legal entities and natural persons in the preparation and resolution of crisis situations, crisis preparedness plans. 4. The position, division and role of security councils in the crisis management system, the principles of organizational organization and the activities of crisis staffs in resolving crisis situations. 5. Basic concepts, classification and types of threats in the Czech Republic, type plans. 6. Crisis situations - type, declaring authority, reason, territorial scope and time effectiveness. 7. Specification of extraordinary and crisis situations and general principles of emergency management. 8. Solution of crisis situations related to ensuring the defense of the state. Decision-making process in solving crisis situations. 9. Rescue services and emergency services, their composition and role in the field of crisis management and emergency management. 10. Prevention, repression, rescue and liquidation work, remediation in emergencies. 11. Education in the field of crisis management. Methodology of elaboration of crisis preparedness plans, content of crisis preparedness plan of critical infrastructure subject. 12. Documentation, scope and sequence of crisis planning and documentation, scope and sequence of emergency planning.

Teaching methods
The course is completed, on the one hand by a credit, which is awarded in PS for a paper incl. presentation during the seminar in about 30 minutes, on the other hand by an oral exam at the end of the semester. Elaboration of the paper is awarded by 70%, its presentation during the seminar by 30%.
