Course objectives
The course of Public economics explains the extended basics of the current public sector theory and policy abroad and in Czecia. The financial crisis in many developed countries a decade ago revealed many weaknesses of the private and public sectors, the basic economic and social importance of the public sector underwent thus a stress test of the public choice in many directions. There are big differences in fiscal and social policies, in the usage of public and private sectors between individual countries. The questions of public economics are split in a sequence of two courses: Public economics 1 and 2.
Learning outcomes
The student shall be able, after passing this course: - to analyze the system of public expenditures of a selected country; - to evaluate the proposals to reform the Czech public expenditures and/or social protection system; - to write a paper on the public expenditure and social security systems of a chosen country; - to formulate a proposal for the reform of the Czech family policy; - to compare the social protection system of Czechia and another country.

  • 1. Role of government and public sector in the modern social policy and in the modern market economy 2. Public pension products and systems. Pension policy and reforms. Financing of public pensions 3. Occupational retirement schemes and their regulation. Autonomous pension funds 4. Public healthcare sector, its management and financing. Public health insurance 5. Social services and long-term care, its management and financing 6. Social sickness, disability and accident insurance and relevant occupanitional schemes 7. Employment and unemployment benefits 8. Universal and means-tested benefits, social assistance benefits 9. Public expenditure on education, education financing, tuition fees 10. Housing, housing markets, public regulation. Public expenditure on housing. Social housing 11. Family policy: Child benefits, child deductions, tax credits 12. Family policy: Maternity and parent benefits, female employment.
