- Course objectives
- The student controls the terminology used in the theory of public administration and its application to real systems of public administration, has the knowledge of basic principles of the theory of public administration, is able to use that knowledge in a comparison of existing management systems. It is able to evaluate (proposed and realized) changes in the field of public administration and analyze their possible (expected) impacts.
- Learning outcomes
- Student will be familiar with the basic problems connected with conception of the theory of public administration (as part of administrative science). She will know the basic approaches of forming the theory of public administration (administrative law as a theory of public administration, a multidisciplinary approach to the theory of public administration). He will be more familiar with the system approach to conception of public administration theory, its function of developing real public administration as the basis for comparison of various (existing and possible) models of the public administration.

- 1st Public administration as spoelčenský Phenomenon, approaches to learning about it .
- 2nd Definition of the subject theory of public administration, administrative science and its structure.
- 3rd Basic stages of development of the theory of public administration.
- 4th Peters breakdown of administrative science - administrative science, administrative law, administrative policy.
- 5th Material, formal (positive, negative) definition of public administration.
- 6th A systems approach to the study (analysis, comparison) real administrative systems.
- 7th Basic functions of public administration (nobility, nursing), their analysis, their means of implementation.
- 8th The structure of public administration in the Czech Republic , a theoretical analysis of its functionality.
- 9th Competencies, scope and authority of public administration.
- 10th Theoretical aspects of the relationship of state administration and local government (separate and combined model of VS).
- 11th The democratization of governance (decentralization, centralization, concentration and deconcentration).
- 12th Conceived personnel systems in public administration.

- Teaching methods
- Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study. If a student fails the compulsory range of a dutiful attendance, the student will receive additional tasks during the semester.
- Assessment methods
- The course is concluded with a credit and an oral examination. The criteria for granting credit is a test. Assumption of success is to obtain at least 60% points. Criterion for the oral composition is a successful answer 2 of 40 test questions.
