Organizovaný zločin patří ke společenským jevům, které od začátku 21. století představují jedno z největších bezpečnostních rizik. Činnost organizovaného zločinu 173 a kriminálních organizací neznamená pouze ohrožení občanů, jeho aktivity zasahují občanskou společnost také nepřímo a zprostředkovaně. Kriminální aktivita může vést k ochromení celé společnosti, k odčerpávání jejího bohatství a podrývání životaschopnosti či autority společenských institucí. Zatímco běžná kriminalita je dlouhodobě velmi dobře zmapována, o organizovaném zločinu nejsou k dispozici dostatečné a validní poznatky, které by charakterizovaly jeho podobu a trend. Tato skutečnost je dána jeho neustálou variabilitou, neboť organizované kriminální skupiny dokážou velmi pružně reagovat na určitou poptávku ve společnosti a příležitosti, které se jim nabízí.

Organized crime is one of the social phenomena that has been developing since the beginning of the 21st century They pose one of the biggest security risks. Activities of organized crime 173 and criminal organizations do not only pose a threat to citizens, their activities intervene civil society also indirectly and indirectly. Criminal activity can lead to to paralyze the whole of society, to drain its wealth and undermine its vitality or the authority of social institutions.While common crime has been very well mapped for a long time, organized crime of the crime, there is insufficient and valid information to characterise its form and trend. This fact is due to its constant variability, as the organized Criminal groups are able to respond very flexibly to certain demands in society and the opportunities that are presented to them.
