Referát se zabývá relativně novým institutem komunálního práva, jimž jsou společenství obcí, od něhož se slibuje, že by mohl být jedním z nástrojů k překonání důsledků značné lokalizace správy na úrovni obcí. Rozebrána je právní úprava jejich vzniku a fungování se zřetelem na to, že by mohly být pověřeny i výkonem státní správy a to prostřednictví sdíleného úředníka. Závěr ústí v konstatování, že teprve následná praxe ukáže, zda a do jaké míry se společenství osvědčí, s tím však, že nepochybně nemůže být nástrojem ke končenému řešení, jímž je rušení nefunkčních obcí.

The paper deals with a relatively new institute of municipal law, namely associations of municipalities, which is promised to be one of the tools to overcome the consequences of the significant localization of administration at the municipal level. The legal regulation of their establishment and functioning is analyzed, taking into account that they could also be entrusted with the performance of state administration through a shared official. The conclusion is that only subsequent practice will show whether and to what extent the association will prove to be successful, but that it undoubtedly cannot be a tool for the final solution, which is the abolition of dysfunction
