Abstract
Cílem příspěvku je zhodnotit hlavní aspekty českých daní, porovnat tyto daně s obvyklou úpravou v zemích Evropské unie a naznačit hlavní problémy, se kterými se daňový systém musí vyrovnat do budoucna. Hodnocení daní v Č eské republice je provedeno pomocí ukazatelů daňových výnosů (daňové kvóty a daňového mixu), sazeb daní a implicitních sazeb daní na práci, kapitál a spotřebu. Implicitní sazby ukazují průměrné zatížení příslušných základů (mezd, zisků a spotřeby) daněmi, je to podíl příslušných výnosů daně a celkového základu v ekonomice. Z komparativních analýz vyplynulo, že daňová kvóta v Č eské republice je na úrovni mediánu Evropské unie, tato výše však není typická pro nové členské země (rozdíl v průměrné kvótě činí u těchto dvou skupin zemí 6 procentních bodů). Co se týká daňového mixu, je značně vychýlen od průměru zemí EU. U jednotlivých daní se rovněž vyskytují některé zvláštnosti – máme znatelně vyšší zátěž na práci, naopak zisky z kapitálu jsou podprůměrné a implicitní sazba na spotřebu je opět, stejně jako podíl výnosů, průměrná. Součástí analýzy je i zpětný pohled na vývoj daní na Slovensku a u nás podle výnosů jednotlivých daní. Pokud i Č eská republika nepřistoupí k razantnější daňové reformě, může se v budoucnu daňově nepříznivé podnikatelské prostředí stát jedním z faktorů její menší konkurenceschopnosti ve srovnání se Slovenskou republikou.
Abstract (in English)
The objective of this article is to review main aspects of the Czech taxes, provide a comparative analysis of taxation in the context of the European Union and indicate main problems of the Czech taxes in present and future. The evaluation of the taxes and their characteristics in the Czech Republic is performed on the basis of several indicators, like tax revenues (tax quota and tax mix), tax rates and implicit tax rates on labor, capital and consumption. Implicit rates of taxes illustrate the average tax burden of the respective bases (wages, gains and consumption), i.e. the proportion of revenues of the respective tax in the total tax base (respective as well). The comparative taxation results in conclusion that the tax quota in the Czech Republic gets around the European Union’s median, but this level is far from to be achieved by the new members (the difference achieves cca 6 percentage points). As tax mix concerns, this structure is considerably diverged in the Czech Republic from the E.U. average. Also individual taxes exhibit some extremes – we have considerably higher burden on labor. On the other hand, taxation of gains from capital is substandard. The implicit rate on consumption as well as the revenues from this base reaches the E.U. average. A part of analysis presented is the development of differences in taxation in Slovakia and Czech Republic in its retrospective. In case that the Czech Republic doesn’t accept a more profound tax reform, it would happen that the non-favorable business background will became a considerable barrier of the Czech competitiveness in comparison with the Slovak one.
