Jsou jimi volební systémy, institucionální uspořádání veřejných rozpočtů a rozpočtového procesu, administrativní uspořádání země apod. Zkušenost ukazuje, že pokud je vůle a daří se účinně prosazovat fiskální pravidla, posiluje se tím důvěryhodnost fiskální politiky jako takové. Maastrichtská fiskální kritéria vznikla na počátku minulé dekády a od počátku své existence byla terčem kritiky, zejména pro jejich necitlivost k průběhu ekonomického cyklu a ke strukturálním odlišnostem jednotlivých členských ekonomik Evropské unie. Většina nových členů unie prochází obdobím rychlého ekonomického růstu, opírajícího se o konvergenci úrovní produktivity. Tyto země by mohly žít s vyššími fiskálními deficity, aniž by docházelo k relativnímu růstu veřejného dluhu. Ve většině, pokud ne ve všech těchto zemích, však neproběhly dostačující fiskální reformy: to znemožňuje seriozní zahájení debaty uvnitř a s EU o udržitelnosti historicky nastavených hodnot Maastrichtských fiskálních kritérií.
