Discussions concerning the necessity to modernize the European public administration execution resulted in the conception of "governance" which was created in the end of the 20th and in the beginning of 21th centuries.Compared with the New Public Management conception of governance enlarges first of all citizens possibilities to influence the public administration execution.

Diskuze zaměřené na nutnost modernizace výkonu evropské veřejné správy vyústila v koncepci "governance", která byla zformována na přelomu 20. a 21. století. V porovnání s koncepcí New Public Management koncepce governance především rozšiřuje možnosti občanů ovlivňovat výkon veřejné správy.
