This paper is focused on construction and significance of voluntary fully meritbased and fully closed postgraduate extension of current pay-as-you-go pension insurance. The created model shows that the resources that a man gets when extending his productive employment enable him to gradually decrease his economic activity (when combining partial pension benefit payment and income from economic activity) and at the same time utilize the resources for individual health care and other well-being services prolonging his active life. This way, economic base is created for starting the rise of market based productive services’ branches that contribute to acquisition, preservation and utilization of human abilities. Prolonging the zenith and horizon of productive employment of those people that help to increase the innovation potential of society does not limit the employment of younger generations but does the opposite – it significantly contributes to the creation of qualified jobs and teams. Socioeconomic schemes that are included in this paper support the effective use of available human resources.
