Jeho cílem je objasnit smysl a účel těchto dvou základních složek zdravotnictví na úrovni obecného teoretického konceptu a rovněž nastínit mechanismy jejich konstrukce a financování včetně vybraných empirických údajů ze zemí OECD. Každá ze složek má vlastní zákonitosti fungování (i ve vazbě na pozici pacienta) a mechanismy kontroly nákladů. V univerzální části systému může být, zejména v systému více zdravotních pojišťoven, přítomna variabilita. Mezi oběma částmi v principu může být vztah vzájemně se doplňující (s možnými synergiemi, které lze systémově podporovat), nebo substituční (antagonistický). Ve zdravotní politice je žádoucí obě části systému využívat v souladu s jejich vlastnostmi a účelem, jehož chceme dosáhnout. To může napomoci překonat problémy se standardem a nadstandardem zdravotní péče, jak je v české zdravotní politice sledujeme dlouhodobě. ER -
