Smart city zahrnuje řadu oblastí počínaje managementem obcí, přes účast občanů na jejich správě, ochranu životního prostředí, energetiku, dopravu, podnikání, školství a týká se i otázek právní regulace. Koncept vznikl jako odpověď na proces urbanizace, stále komplikovanější správu a řízení obcí měst a také v souvislosti s potřebou vyrovnat se s nutností úspor a racionalizace uspořádání měst a jejich správy. Jedná se o sepjetí správy a řízení obcí s digitálními technologiemi, neuzavřenosti problematiky a participaci občanů na jejím řešení. Při komunikaci občanů s úřady prostředky výpočetní techniky naráží praxe na problémy plynoucích z dostupnosti této techniky a nároků na její používání, jejichž důsledkem je, že tyto formy nejsou dostatečně využívány. Výpočetní technika vytváří prostor pro různé formy přímé demokracie, jako nástroje účasti občanů na rozhodování o záležitostech obce a kontroly voleným orgánům, ať jde o referendum, lidovou iniciativu nebo platforem pro účast na vytváření strategií obcí, především těch, kde chybí přímé kontakty mezi občany a volenými zástupci. Mají-li být reálné, musí obce umožnit, aby se tak mohlo bezproblémově prostřednictvím nástrojů výpočetní techniky.

Smart city covers a number of areas, starting with the management of municipalities, through the participation of citizens in their administration, environmental protection, energy, transport, business, education and also concerns issues of legal regulation. The concept arose in response to the process of urbanization, the increasingly complicated administration and management of urban communities and also in connection with the need to cope with the need to save and rationalize the layout of cities and their administration. It is about the connection of the administration and management of municipalities with digital technologies, the non-closure of the issue and the participation of citizens in its solution. In the communication of citizens with the authorities by means of computer technology, the practice encounters problems arising from the availability of this technology and the demands on its use, the consequence of which is that these forms are not sufficiently used. Computer technology creates space for various forms of direct democracy, as tools for citizen participation in community decision-making and control of elected bodies, whether by referendum, popular initiative or platforms for participation in community strategy, especially those lacking direct contacts between citizens and elected representatives. If they are to be realistic, municipalities must allow this to be done smoothly through computer tools.
