Course objectives
The annotation is the same for both forms of study. Aim of the course: Administrative law - administrative procedural law The aim of this thematic course is to clarify the basic institutes of administrative procedural law, its subject, system and sources and relations to substantive administrative law. Within its framework, students will get acquainted mainly with the content of the Administrative Procedure Code and the amendments contained in some special laws. They will gain knowledge about the initiation and course of proceedings in I. and II. level, enforcement of decisions and certain specific types of proceedings, as well as public contracts and measures of a general nature.
Syllabus
  • 1. Definition of the term administrative offence, judicial and administrative offences, differences a common features of the classification of administrative offences 2. General characteristics of administrative offenses 3. What is an offence, its formal and material definition, perfect and imperfect offences. 4. The factual nature of the transfers 5. Obligatory and optional features of the factual nature of offenses. 6. Penalties for protective measures, under the Tort Liability Act and special laws 7. Jurisdiction of authorities in misdemeanor proceedings. 8. Participants in the offense proceedings and its course. 9. Abbreviated proceedings and its types. 10. Specifics of misdemeanor proceedings. 11. Disciplinary administrative offences 12. Order administrative offences

Assessment methods
Lectures and exercises in face-to-face form, controlled group consultations in combined form; the minimum mandatory participation in exercises/seminars in the face-to-face form of study is 75%, in controlled group consultations in the combined form of study 50%.
