The course is offered to students of any study field.
Course objectives
The course is focused on the economics of the public sector. Students will be able to orientate themselves in actual tendencies and challenges of the public sector in the Czech republic and other EU countries. At the end of this course students will have knowledge of general economics and will be able to understand the issue of public finances and other re socio-economic disciplines and explain the current status and issues of public and nonprofit sector as a whole and industry-specific as well as general management methods.
Learning outcomes
Student will be able to:
* understand public finance issues funded by public funds,
* explain other follow-up socio-economic disciplines,
* explain the current state and issues of the public and non-profit sector as a whole and its selected industries,
* explain general methods of public sector management.

  • 1. Introduction to public economics.
  • 2. The contracting sector, public goods and security.
  • 3. Decision and the principle of public elections.
  • 4. Centralization and decentralization in the public sector, fiscal federalism.
  • 5. The system of public budgets, legislation and economic importance.
  • 6. Rules budgetary management.
  • 7. Fonda management, legislation and economic importance.
  • 8. Public revenues, tax and non-tax revenues.
  • 9. Management of public expenditure.
  • 10. Project Management.
  • 11. Financing of EU projects and the National Fund.
  • 12. Contemporary problems of financing the public sector.

Teaching methods
Lectures in full-time, controlled group consultations in combined form. Lectures using power-point presentation, consultation via Skype, WhatsApp, phone.
Assessment methods
The course is finished by credit and examination.Credit is awarded on the basis of a presentation prepared for the exercise, respectively. by sending it to the teacher. Students with ISP or in a combined form of study will prepare a seminar paper (approximately 5 pages) on one of the 12 topics discussed. The topic will be agreed with the teacher. The exam takes place orally in person or via SKYPE, WhatsApp, telephone.
