Course objectives
The course is focused on the economics of the public sector. Students will be able to orientate themselves in actual tendencies and challenges of the public sector in the Czech republic and other EU countries. At the end of this course students will have knowledge of general economics and will be able to understand the issue of public finances and other re socio-economic disciplines and explain the current status and issues of public and nonprofit sector as a whole and industry-specific as well as general management methods.
Syllabus
  • 1.The role of the public sector in a mixed economy. The structure of the public sector. 2.Public goods and assurance. Decisions and the principle of public choice. Efficiency and equity. 3.Public revenue and public expenditure. 4.Network monopoly problem as the public sector. Traditional solutions and their shortcomings. demonopolization network monopolies. 5.Profit and non-profit sector, the voluntary sector and public finances. Trends. 6.Management methods and tools. Measuring the performance of institutions in the public sector. Methods CMA, CBA and their use in the evaluation of public projects and programs. 7.Public sector. The organization and management of public administration, government departments, semi- organization. 8.Centralization and decentralization in the public sector, the principle of subsidiarity. 9.Management and financing of selected public sector, their development and their basic characteristics problems. Education, health, social security, care for the environment, research and development, defense, justice. 10.Inspection and audit in the public sector. 11.Partnerships between the public and private sectors. 12.Current problems in the public sector.

Teaching methods
Teaching consists of lectures in full-time and managed group consultations in combined studies.Minimum mandatory participation the controlled group consultations in combined form 50%. "Lectures using power-point presentation.
Assessment methods
Course is successfully completed exam, which will consist of oral or written test. Assessment methods are specified to students in lectures.
