The course is offered to students of any study field.
Course objectives
Our student knows and is able to explain the social theory and policy in our country and in the world, in the broad context of public economics and public policies. Our student learns the concepts of all important social insurance and social security benefits, the social security privatization options, as well as the social security financing and the interlinks of the taxation and these public expenditures.
Syllabus
  • Concepts of social theory and policy. Methods of private and social security
  • Social models. Taxation as an instrument of social policy
  • Construction of social security benefits. Social spending, social minimums. Theory and practice of the negative income tax
  • Pension models, systems and pillars. Civil service systems
  • Conservative and liberal pension models and systems
  • Pension reforms in selected countries, role of the World Bank
  • Social-democratic pension model, pension reforms in the post-communist countries
  • Illnesses, accidents, disability, long-term care (teory and policy)
  • Health care models and systems. U.S. health care system, Obama´s reform.
  • Health care reforms in selected countries.
  • Theory and policy of the security of families with children and childcare and education.
  • Financing of social housing systems. Theory a policy of the employment, unemployment security.

Teaching methods
Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study.
Assessment methods
The course is completed with a writren test and verbal exam. Answer of 3 of the 5 drawn questions correctly is required to pass the written test (from potential more than 100 questions.
