Course Enrolment Limitations
The course is offered to students of any study field.
Course objectives
After completion of this subject, the student will be able to :
explain basic terms from the field of public finance;
understand the issues of public finance and the use of public finance resources in the Czech Republic in particular;
explain the causes of existence and mechanism of functioning within the public sector;
explain the role of public goods in the economy;
understand how public choice systems work;
understand the issues of fiscal federalism and to interpret spatial aspects of public finance;
use information about public revenues and expenditures to evaluate public projects and programs;
answer the questions related to issues of a budget deficit and public debt;
interpret the possibilities of social security financing;
explain how the social security system in the Czech Republic work and how the social security benefits are structured in the Czech Republic;
understand the issues of international public finance, in particular in association with the progressing globalisation tendencies and membership of the Czech republic in the European Union.
Learning outcomes
Students will be well informed on the current issues of public finances, their problems and challenges in the Czech Republic and other EU countries. At the end of this course, the student will be familiar with the revenue and expenditure side of public budgets and will be able to understand the issues of public finance and other socio-economic disciplines and explain the current state and issues of the public and non-profit sector as a whole and its selected sectors, for example social security in the Czech Republic.

Teaching methods
Lectures and exercises in full-time, controlled group consultations in combined form; minimum mandatory participation in exercises in full-time studies is 75%, the controlled group consultations in combined form 50%. "Lectures using power-point presentation. Students who fail to meet the compulsory rate of attendance may by assigned additional study obligations during the semester to an extent that will enable them to demonstrate the study results and aquired necessary for successful completion of the course.
Assessment methods
Course is successfully completed test. Examination consists of a written test, in the lenght 60 minutes. The test includes 6 short where each questions, with a maximum of 10 points. In order to pass the course successfully, it is necessary to achieve the minimum score of 40 points. At retaking, it is possible to reexamine a student - next to the written examination - also in oral examine. Students with ISP or those who do not attend the lectures or managed group consultations will work on seminar work (about 5 pages) on one of the 12 topics discussed. The topic will be agreed with the teacher.
