Prerequisites
Based on the concepts of the theory of law / jurisprudence, as a basic understanding of the theory of security.
Course Enrolment Limitations
The course is offered to students of any study field.
Course objectives
The theory of security aims to understand and orient in the multidimensional security of the state, personal security in the constitutional and international environment of the subject and the objective reality of security. It is based on the basic lessons of political science.

Successful passing of the subject exam.
Syllabus
  • 1. Security theory: subject (object) of security science. The concept of security as a multidimensional phenomenon. Security structure (internal, external), security risks. Security A: Global, B: European, C: Czech Republic, D: Citizen and person. 2. Democracy and security. Classification of democracy. Democratic, hybrid and non-democratic regimes in the world. Civil wars, annexations and occupations. Border disputes. 3. The security of the Euro-Atlantic civilization (the free world) and the Clash of Civilizations. Absence of a global entity governing the world. The International Criminal Court (ICC) and the Rome Statute. International public law and security. Clash of Civilizations: Core States, Semi-Peripheries and Peripheries. Security spheres of influence. Militarism and contrario states without an army. 4. Security management: features of the state, functions of the rule of law. Rule of law and security. Legal axiology. 5. Entities ensuring security within the framework of the state's monopoly in the fight against external and internal crime. External (BIS, ÚZSI, NÚIB......), internal (PČR,.....) entities, local public order matters (municipal police), security community and cooperation. 6. Personal safety. Public order, legal order. Nullum crimen sine lege. Quae lex non prohibet, debent permisa videri. Object (subject) of law and legal guarantees of legality. 7. Security of the Czech Republic according to Constitutional Act No. 110/1998 Coll., as amended. Basic obligations of the state according to the mouth. disciple. No. 110/1998 Coll. State of emergency, state of threat to the state, state of war. North Atlantic Treaty Organization (NATO/OTAN). Security policy of the government. Security strategy of the Czech Republic. 8. Security of Europe. Schengen zone. Migration routes (Balkan, Mediterranean, Maghreb, Ukrainian). Europol. 9. Fundamental and jusnatural rights and freedoms: the right to personal safety and integrity. \public health, pandemics. Human rights of the first, second, third and fourth generation within the limits of security theory. 10. Chapter two, sec. 1 Charter of Fundamental Rights and Freedoms. Civil rights and security. Chapter Three of the Charter of Fundamental Rights and Freedoms. Right to asylum. EU Charter of Fundamental Rights and Freedoms (Part II of the Treaty of Lisbon). 11. Security of cyberspace, hybrid wars, NÚIB, cybercrime, protection of sensitive and personal data, Article 13 LZPS. 12. Repetition: The structure of jurisprudence. The relationship of security science to legal science in the rule of law.

Teaching methods
Lectures and exercises in full-time form, guided group consultations in combined form; The minimum compulsory participation in seminars in the full-time form of study is 75%, in guided group consultations in the combined form of study 50%.
Assessment methods
The course ends with a credit and an oral exam. The criterion for granting the credit is to prove orientation in the literature and the structure of the subject. The criterion for passing the oral exam is the successful answering of the test questions.
