The course is offered to students of any study field.
Course objectives
After study of this course will be student able to orientate himself in some specific domains of public policies that are being realised on national, local and international level. In this course the knowledge from course Public POlicy 1 will be extended, students will be able to define the specifics of the creation and implementation of public policies with high level of priority (transport policy, energetic policy, social, educational and others national politics, regional policy in EU). After study of this course student will be able to use new information to analyse the state and development of preffered public policies in Czech Republic and EU public policies. These knowledge and experiences can be applied in everyday proces of public management and administration.
Learning outcomes
Student will be able after the course: - orientate himself in main challenges of different public policies in CR - to compare individual tools of different public policies in CR and other European countries - to suggest some solutions of different social and economic problems in CR

Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study. Theoretical approaches presented at lectures will be completed by the preparation of the case study. Students that are not present enough on the lectures and seminars can receive and extra seminar work to confirm their knowledge of the course.
Assessment methods
The course is completed with a credit and verbal exam. A specific written study (60 points minimum) and oral exam is required to award the credit and to pass the exam. The themes and conditions of the written case study are presented at first lecture and they are published at is.vsfs.cz at Students documents.

Teaching methods
Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study. Theoretical approaches presented at lectures will be completed by the preparation of the case study. Students that are not present enough on the lectures and seminars can receive and extra seminar work to confirm their knowledge of the course.
Assessment methods
The course is completed with a credit and verbal exam. A specific written study (60 points minimum) and oral exam is required to award the credit and to pass the exam. The themes and conditions of the written case study are presented at first lecture and they are published at is.vsfs.cz at Students documents.

Course objectives (in Czech)
Cíl kurzu: Cílem kurzu je prohloubit poznatky o specifikách vytváření veřejných politiky na lokální, regionální, národní i nadnárodní úrovni získaných studenty v rámci kurzu veřejné politiky 1. Studenti budou po absolvování kurzu seznámeni s diferenciací identifikace i implementace veřejného zájmu na úrovni obcí, měst i regionů, včetně diferenciace role jednotlivých subjektů veřejných politik na různých úrovních řízení veřejné správy. Specifická pozornost bude věnována současným globálním problémům veřejných politik i možnostem veřejné správy na tyto změny reagovat. V závěru kurzu budou studenti seznámeni s některými aktuálními prioritami sektorových veřejných politik v ČR i v EU.

Veřejný zájem – definování pojmu, proces identifikace a uplatnění veřejného zájmu. 2. Normativní zakotvení veřejných politik. 3. Etika, morálka a veřejný zájem. 4. Problematika korupce ve veřejných politikách. 5. Specifika veřejných politik na lokální a regionální úrovni. 6. Vliv globalizačních procesů na veřejnou politiku na národní a regionální úrovni. 7. Sektorové veřejné politiky: sociální politika. 8. Sektorové veřejné politiky: vzdělávací politika. 9. Sektorové veřejné politiky: environmentální politika.

Anotace je stejná pro obě formy studia. Cíl kurzu: Předmět je věnován problému veřejných politik z hlediska politické integrace a regionalizace, zejména potom politice v moderním státě, v regionech a obcích, mezinárodním politickým regionům a jejich struktuře, institucionálním předpokladům regionálního rozvoje v České republice, regionalizaci a reformě veřejné správy, komunální politice, komparaci politických programů na národní, regionální a komunální úrovni, komparaci volebních programů českých politických stran a řešení problémů veřejných politik v nich obsažených, evropskému kontextu daného problému.

Politika v moderním státě, v regionech a obcích - nástin problému, terminologie, regionalizace jako odborná věda, regionalizační hlediska 2. Mezinárodní politické regiony a jejich struktura. politická integrace evropského makroregionu, Střední Evropa jako politický region, regionální spolupráce ve střední Evropě. 3. ČR a rozšíření EU, politika hospodářské a sociální soudržnosti, institucionální předpoklady regionálního rozvoje v ČR, legislativní rámec regionální politiky. 4. Veřejné politiky, regionalizace a reforma veřejné správy po roce 1989 5. Politické stranictví na úrovni krajů a v komunální politice, komparace stranických programů na národní, regionální a komunální úrovni. Nezávislí v regionální a komunální politice, formování regionálních a komunálních koalic. 6. Evropské otázky a problematika regionálního rozvoje v českém politckém diskursu, komparace volebních programů českých politických stran po roce 2000 7. Regionalizace a státní suverenita, regionalizace a demokratický proces, regionalizace v kontextu globalizace a evropské integrace, Evropa států vs. Evropa regionů.
