Course objectives
Successful completion of this course the student gets an overview of the issue of conditions of service, especially service of state employees, the specifics of their work compared to the ratio. Be able to explain their reasons for the constitutional foundations of their introduction, basic concepts institutes business relationships, their raison d'être of their classification in the legal system, acquire the ability to apply relevant legislation in practice.

Syllabus
  • 1. The constitutional basis for the first service of state employees, and its significance, other service relationships, relationship to other legislation (Labour Code, the Administrative Code) 2. Enactment of the second service of state employees in the Czech Republic, the constitutionality of the method to arrive Civil Service Act 3. The scope of the civil service law, business offices, professional bodies, business regulations, systematization service posts and organizational structure Staff Office 4. State employee performance, service creation and termination 5. Changes in service 6. The rights and obligations of civil servants, disciplinary accountability of civil servants 7. Terms of service 8. Education of state employees 9th remuneration of civil servants and business evaluation 10th Trade association of public servants 11. Liability for damage 12. Management in service matters and judicial review

Teaching methods
Lectures and exercises in full-controlled group consultations in combined form; minimum mandatory attendance at seminars / workshops in full-time study is 75%, on a controlled group consultations in combination with another 50%.
Assessment methods
The subject is finished by oral exam. The criterion for an oral exam is successfully answer two questions out of 21 test areas.
