Prerequisites
No special prerequisites required. The knowledge of the basics of legal theory is necessary.
Course Enrolment Limitations
The course is offered to students of any study field.
Course objectives
The aim of the course is to show the law-making as one of very important competencies of public administration. It must be acented that nowadays majority of legal norms is not a result of legislative activities of Parliament, but similar procedures in public administration. Students should be knowledgeable in the sphere of administrative law-making as well as they should be able to evaluate the regulation, know its meaning in the legal order of Czech republic and potentialy create legal norms of quality.
Learning outcomes
After completing the course, the student should understand the theoretical aspects of law-making and he/she should be able to create some simple legal rules as well.
Syllabus
  • 1. Connstitutional fundament of law-making an its basic principles. 2. Legal and internal regulation. 3. Requirements and structure of regulations. 4. Digression to the history of law-making by the administrative authorities before the year 2000. 5. Decrees of Government and ordinances of the Ministries. 6. Generally binding regulations of Municipalities and Regions. 7. Ordinances of Municipalities and Regions. 8. Actual statutary authoriuations any the typology of regulations enacted by territorial self-governing units. 9. Passing, cancellation and interpretation of regulations. 10. Inquiry of legality of regulations. 11. Practical problems of law-making. 12. Selected case law related to the law-making by the administrative authorities.

Teaching methods
Lectures in full-time study; tutorials in part-time study; compulsory tutorial participation is 50% in part-time study.
Assessment methods
The course is completed with a written exam. It is composed of 6 questions with 3 offered answers (only 1 of them is correct) and 6 open questions. More than 50% correct answers is required to pass the exam.
