- Course objectives
- The aim of the course is to familiarize students with the principles and functioning contemporary public administration in European countries, particularly in countries of the European Union , and its common features and differences. At the end of this course the student will be able to understand, explain and practice working with comparative materials and work in the public sector (particularly in local government) European Union countries.
- Syllabus
- 1. Public administration in EU countries, its characteristics and its relation to contemporary political systems.
- 2. Main tendencies in European public administration operation and organisation.
- 3. Regional administration (particularly municipal authorities) and its characteristics.
- 4. Germany – rational parliamentarism.
- 5. Austria, Sweden – non-corporate systems.
- 6. Italy – parliamentary system.
- 7. France – semi-presidential systém.
- 8. Great Britain – premier systém.
- 9. Belgium, Netherlands – Consociational systems. 10. Portugal, Spain – transition from dictatorship to democracy.
- 11. Switzerland – directorial system.
- 12. Central and East European Countries and their transition to democracy (Slovakia, Poland, Hungary).

- Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study. Compulsory tutorial participation is 50% in part-time study.“
- Assessment methods
- Final test contains 20 questions is composed in the last week of instruction or in alternative date. Completion of this course is in the form of an oral exam consisting of 22 questions, each consisting of one of the theoretical content and one concerning public administration in particular European country (or group of European countries).
