- The course is offered to students of any study field.
- Course objectives
- Course is designed to explain the basic concepts and principles of applicable constitutional law of the Czech Republic and learn to provide students with knowledge of competence of Czech constitutional bodies. Students should became well versed in Constitution of Czech republic, Charter of Fundamental Rights and Basic Freedoms and other sources of czech constitutional order. Students should also understand individual contexts, theoretical foundations and methods of practical application of public power in the Czech Republic.
- Learning outcomes
- Student should be able:
- describe a position of the President of republic and the Government of the Czech republic in the system of public power
- describe a legislative proces
- describe goals of Czech national bank and Supreme Audit Office
- explain the concept of right to a fair trial and enumerate particular rigts following from this right
- distinguish types of human rights under the Charter of Fundamental Rights and Freedoms - Syllabus
- 1) Legislative power - general introduction, function and structure of Parliament of Czech republic
- 2) Legislative procedure and its individual stages
- 3) President of the Republic: status, election and powers
- 4) Government: establishment, composition and competences
- 5) Ministries and other central bodies of state administration, state's attorney
- 6) Judicial power - judicial system and pronciples of its functioning
- 7) Constitutional court of Czech republic and its powers
- 8) The Czech National Bank, the Supreme Control Office and Public Defender of Rights
- 9) Constitutional foundations of self-government
- 10) Protection of human rights and its development, content and structure of Charter of Fundamental Rights and Basic Freedoms
- 11) Political and economic rights
- 12) The rights of national and ethnic minorities, economic, social and cultural rights

- Teaching methods
- Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study.
- Assessment methods
- The course is completed with a credit and verbal exam. Credit is granted in full-time study for active participation in seminars (presentations, engage in discussion) and in part-time study for handling the essay on the topic agreed with the teacher. During the oral exam, students will be asked two or three questions. All questions must be answered by student successfully. List of topics (questions) will be provided to the student during the semester.
