- Course objectives
- The aim of the course is to acquaint students with the principles and mechanisms of old-age, disability and unemployment security, the system of state social support and social assistance, as well as the basics of the functioning of the health care system and health care financing in the Czech Republic. Partial attention is also paid to optional products, financing of long-term care, institutions and legislation on social security.
- Learning outcomes
- The financing of social security and health care makes together the largest fiscal subsystem and its importance is crucial from both macroeconomic and financial perspectives. The course is based on general knowledge and explanation of social policy concepts, which it applies to the financing of the Czech social and health care system. By completing the course, the student will gain a solid overview of the setting and volume of financing of individual segments of Czech social policy and will be able to adequately recognize, name and analytically evaluate them.
- Syllabus
- 1. Social and private security of persons. Social insurance, state social support, social assistance, secured living situations. State budget and budget chapters. 2. Old-age security - configuration of pension system pillars and their financing. 3. Old-age security - compulsory social pension insurance, optional private financial products. 4. Security in case of illness - sickness and disability insurance. 5. Occupational injuries and illnesses on call. Unemployment insurance - financing of employment policy. 6. State social support. Social assistance/aid, social need and material need. Financing of non-insurance benefits from general taxes. 7. Health care system - subjects, purpose, functions. Health as human capital and its importance for the quality of life. 8. Public health insurance. Revenues of the system within public finances. Health insurance companies. Redistribution of insurance premiums. 9. Health insurance funds. Preventive programmes of health insurance companies. Optional private health products. 10. Health care facilities and health care reimbursement. Methods of payment for health care. 11. Financing of long-term care. Care allowance. 12. Current developments and statistics on the social and health care system. State final account.
