Course objectives
After study of this course will be student able to characterize the role of public policy for the social practise and to define the role of public policy in economic-social relations and solutions of the important actual economic and social problems at national as well as regional and local level of public administration. At the end of the course students will be able to use knew knowledge to identify important social problems and to define the tools of their solution. These knowledges and experiences can by applicated in everyday management of public sector.
Learning outcomes
Student will be able after the course: - to define public interest and methods of its implementatio in public policy - vymezit hlavní cíle a zájmy veřejné politiky v ČR - definovat hlavní nástroje využitelné pro řešení vybraných socio-ekonomických problémů - specifikovat roli municipální a krajské politiky v řešení ekonomických a sociální cílů současné společnosti
Syllabus
  • This sylabus is determinated to the study of the present study programm, the structure of the courses for the distanted study is fixed in the methodic papers. Structure of the courses: 1. Introduction to the problematic, presentation of the basic thermes 2. Normative background of the public politics. 3. Public interest – definition of the therminology, liasion between public interest and public policy 4. Public interest - process of the identification and implementation of the public interest. 5. Public interest - process of presentation and decision about public interest, role of the political parties. 6. Ethics, morality and public interest. 7. Tools of the public politics: determination of the basic objectives and principles. 8. Tools of the public politics: determination of the basic legal and economic tools. 9. Tools of the public politics: determination of the basic administrative and information tools. 10. Actors of public policy. 11. The role of the civic society in the identification and realization of public policy. 12. Specifics of local and regional politics.

Teaching methods
Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study. Theoretical approaches presented at lectures will be completed by the preparation of the case study. Students that are not present enough on the lectures and seminars can receive and extra seminar work to confirm their knowledge of the course.
Assessment methods
The course is completed with a credit and verbal exam. A specific written study (60 points minimum) and oral exam is required to award the credit and to pass the exam. The themes and conditions of the written case study are presented at first lecture and they are published at is.vsfs.cz at Students documents.
