Course Enrolment Limitations
The course is offered to students of any study field.
Course objectives
After completing the course the student will be able to understand and explain evolution and the contemporary form of the institutional structure of the European Union, as well as interpret and apply correctly the primary and secondary EU law Union law. Further on, students will be able to describe the developments of European integration, to identify the legal basis of contemporary transnational EU mechanism, capable to clarify the importance of the EU case-law for the uniform application of the EU law by the Member States.
Learning outcomes
After finishing the course the student will be able to: -identify and summarize important features of the supranational EU policies -identify and describe the apoplication of the secondary EU law in the development of a legal framework of common EU policies -compare and highlight the differences of the legislation within EU law in the areas of common Court and judicial cooperation (SJS) and Common foregin and secutiry policy (CFSP) -apply legal procedures when making decisions of the courts of the EU to disputes between the EU Commission and Member States relating the transposition of a directive (types of lawsuits, legal effects, enforceability); -analyze the conditions for legal enforceability of the decision of the Court of the EU for each species (types) of judicial proceedings by TFEU

  • 1. EC and the concept of Ecinomic integration; development of EC in 1952- 1992
  • 2. EU and its development between 1992 - 2014. Lisbon Treaty (and abolishing of the 1992 three-pillar system
  • 3. Legal capacity of the EU. Division of competences ant their performance by EU institutions and the Member States
  • 4. Sources of EU law (hierarchy and system)
  • 5. Legislative procedures in the EU
  • 6.Implementation of EU law, principles (direct effect, Primacy of EU law)
  • 7. EU law and national of MS, harmonisation of national laws (methods, effect)
  • 8. Court protection of the EU law, proceedings before EU courts
  • 9. EU Instutuional System I, EU Commission
  • 10. EU Instutuional System II- EU Council, and European Council
  • 11. EU Instutuional System III - EU Parliament and other EU institutions
  • 12. Police and judicial cooperatiin within the EU

Teaching methods
Lectures in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study.
Assessment methods
The course is completed by passing of a written test, containing closed and/or open questions. Criterion for successful closing is a minimum of 55% points awarded for correct answers .
