The course is offered to students of any study field.
Course objectives
At the end of this course the student will be able to understand and explain the content and application of ethical principles in the   public administration activities, especially in the     daily contact with the public. Teaching is intended to increase the socio-cultural competence of workers in this field  ,   to understand the importance of ethical standards and the importance of overcoming corruption, cronyism, etc. Loosely related courses     Business Ethics and Ethics in financial and public services.
Syllabus
1 Historical development of the requirements of good governance 2 Social and ethical aspects of public administration reforms 3 Standards of public administration in the EU   4 The concept of ethics, history of ethics (antiquity, Christianity, the Reformation, the Enlightenment, liberalism, existentialism). 5 Ethics and the law as an abstract social and relational systems. Ethical standards, their establishment, functioning, compliance, enforcement. 6 Ethics and morality in contemporary society  , sources of ethical problems, the meaning and effectiveness of codes of conduct, 7 employees ethical codes governing institutions) and issues violations of ethical standards, corruption, nepotism, lobbying 8 Checking in public administration - administrative power - civil society and participation 9 Liberal State and sociology of democracy. 10 Social control as a tool for shaping and enforcing ethical standards. 11 Ethics as part of the social capital of the local community, the issue of trust and civic activities 12 corruption and nepotism in the public space.

Lectures and discussions on selected topics.
Assessment methods
Teaching methods: Lectures Assessment methods: Credit (3 Cr.) The subject will be completed by the students' test and seminar work on selected topics from   subject of study. Range of written essay - maximum of three A4 pages (standard page), delivery method as defined teacher - electronically or in printed form  . Credit will be awarded only after completion of all course requirements, student.
