Předmět je otevřen studentům libovolného oboru.
Cíle předmětu
The proposed subject is oriented to the explanation of the contemporary European public administration most characteristic features and the development of its reforms based on the democratisation, decentralisation and deconcentration principles as well as the principle of subsidiarity implementation. Students will be acquainted with the significant but complicated process begun in the 1970s that is continuing till now predominantly in Central and Eastern Europe. A special attention will be oriented to the explanation of the governance conception.

At the end of the course students should be able to:
understand and explain for examples main princiles of Public Management and Governance within European public administration systems;
understand functioning of the European Union institutions;
see and compare new reform steps in management in European public sector.

Objectives of the subject also apply to the combined studies.

  • 1. European Integration Process – basic precondition of New Public Management principles implementation in contemporary European public administration.
  • 2. Characteristic Features of Contemporary European Public Administration Systems: examples of German, French and British systems of public administration execution.
  • 3. European Administration Space: its subjects and forms of cooperation among its subjects.
  • 4. European Union institutions: their roles and competition in European Administration space.
  • 5. Major Streams Disconcerted in European States Public Administration Reforms.
  • 6. Lessons of Management Conceptions Development and their Implementation in European Public Sector during 20th Century.

Výukové metody
Teaching takes the form of exercises in the form of full-time study and conducted group consultations in the combined form of study.

In the combined form of study the subject is taught by distance learning.

The scope of compulsory participation in education: minimum obligatory participation in the exercise in full-time study is 75%, in conducted group consultations in the combined form of study is 50%. Students who fail the obligatory scope of participation can be entered during the semester by additional study requirements (to an extent which will demonstrate learning outcomes and acquired competencies necessary for successful completion of course).
Metody hodnocení
The course is successfully completed with credit. Credit test consists of a written part. Credit certifies fulfillment of set study requirements. The list of topics for the credit test is published in the section Further comments → Study Materials → Teaching materials.
