Abstract
V průběhu epidemie covid-19 došlo k mimořádnému zvyšování tzv. pojistného za státní pojištěnce. Tato platba, zavedená do českého veřejného zdravotního pojištění při jeho vzniku v roce 1993, je z hlediska teorie veřejných financí transferem ze státního rozpočtu zdravotním pojišťovnám a má inverzní vztah k pojistnému vybíranému procentem z výdělku (příjmů), tedy účelové proporcionální zdravotní dani. Kategorizace pojištěnců podle sociálních skupin, jejímž produktem je i vznik kategorie tzv. státních pojištěnců, je pozůstatkem prvků sociálního pojištění ve financování zdravotnictví. Kdysi (za první republiky u nás nebo za kancléře Bismarcka v Německu) to totiž bylo tak, že sociální pojištění bylo oborově segmentované, zjednodušeně řečeno, jednotlivé sociální, a především zaměstnanecké skupiny měly vlastní segmenty sociálního pojištění, s možností odlišných sazeb, ale i odlišného charakteru pojistného krytí.
Abstract (in English)
During the covid-19 epidemic, there was an extraordinary increase in the so-called premiums for state insured persons. This payment, introduced into the Czech public health insurance when it was established in 1993, is, from the point of view of public finance theory, a transfer from the state budget to health insurance companies and has an inverse relation to premiums collected as a percentage of earnings (income). The categorization of insured persons according to social groups, the product of which is the emergence of the category of so-called state insured persons, is a remnant of the elements of social insurance in health care financing. Once upon a time (during the First Republic in our country or under Chancellor Bismarck in Germany) it was because social insurance was segmented by industry, simply put, individual social and especially employee groups had their own social insurance segments, with different rates but also different the nature of the insurance cover.
