The course is offered to students of any study field.
Course objectives
Course is designed to provide students with basic knowledge of theory of state, constitutional development in the territory of today's Czech Republicand the valid constitutional law of the Czech Republic. After completing this course, students should be given the knowledge of the Czech constitutional system, the position of his constitutional powers and authorities of the Czech Republic and also of limits of public authority exercising that result from the constitutional order of the Czech Republic. In the field of theory of state students will be able to explain basic concepts and relationships amongst particular bodies of state power, including a comparison of constitutional institutions and patterns of functioning of constitutional law in selected European countries and in the USA.

  • 3) Constitutionalism: function and types of constitutions, constitutional development on territory of current Czech republic 1848-1993
  • 4) Constitutional order of Czech republic, structure of constitutution of Czech republic
  • 5) Election law and system in Czech republic
  • 6) Legislative power: function and structure of Parliament of Czech republic, legislative procedure
  • 7) President of the Republic: status, election and powers
  • 8) Government and central bodies of state administration
  • 9) Judicial power: judicial system and pronciples of its functioning, Constitutional court of Czech republic and its powers
  • 10) The Czech National Bank, the Supreme Control Office and Public Defender of Rights
  • 11) Constitutional foundations of self-government
  • 12) Content and structure of Charter of Fundamental Rights and Basic Freedoms

Teaching methods
Lectures and seminars in full-time study; tutorials in part-time study; compulsory seminar participation is 75% in full-time study, compulsory tutorial participation is 50% in part-time study.
Assessment methods
The course is completed with a credit and verbal exam. Credit is granted in full-time study for active participation in seminars (presentations, engage in discussion) and in part-time study for handling the essay on the topic agreed with the teacher. During the oral exam, students will be asked two or three questions. All questions must be answered by the student successfully. At least one question must relate to the current constitutional law of the Czech Republic, and at least one question must relate to the theory of state or constitutional development.
